No, because, its not yet ready and it is so, because the plan is not finalized by the church.

Has the Architect furnished the performance guarantee before awarding the contract ?
No

Why isn’t there a defect liability period ?
The clause “Defect Liability” is with regard to quality of construction in a project and generally kept in the respective contracts viz. – Civil works, Electrical and Plumbing, Carpentry etc. and not for architecture design per se, To overrule structural defects, the client (Church) is free to engage 3rd party for ‘Structural proof Check” at Church’s risk and cost.

Who has drafted “this totally Architect biased contract” ?
Primarily the “Executive Committee” is responsible for drafting such document - even though it might be the endeavour of a person or two. It is worthwhile to mention that it had to undergo diocesan approval (which was carried out by two qualified engineers and an advocate)
And about the alleged statement of being an “Architect biased contract” – This might a subjective observation – for not knowing the whole background of its evolution – you are welcome in person for clarification in this regard at your convenient time
